Have you ever wondered how the IRC Rule Authority system works?

IRC Rule 4.1 defines a Rule Authority as 'any other individual or body authorised by the Rating Authority (RORC/UNCL)to act for the Rating Authority on a local basis for the administration of IRC in a defined geographical area'.  The Rule Authority acts as an agent for IRC on a local basis, liaising with owner and clubs.
