Notice 2018/01

With effect from 23 March 2018, in IRC 2017 and 2018 Rules, insert new rule modifying RRS49.2:

Add IRC rule 22.6:

22.6 Crew Position
22.6.1 RRS 49.2 is modified by deleting “sitting on the deck” in the second sentence.

Reason
It is not unusual for crew sitting on the rail to be supported only at their upper legs when hiking facing outboard. The term “sitting on the deck” is difficult to define and to avoid unnecessary and difficult protests a simple and effective solution is to remove this requirement from RRS 49.2 while maintaining the original intention of:
a. When there are two lifelines, competitor facing outboard with their waist inside the lower lifeline may have the upper part of his body outside the upper lifeline.
b. Lifelines shall be taut (by the OSR definition)

The RRS 86.1(c) permits Class Rules to change RRS 49.

The IRC 2017 Rule is included for those countries still racing under IRC 2017 until 31st May 2018.

RCV 49.2 – Positions de l’équipage, filières

Avec effet le 23 mars 2018 dans les Règles IRC 2017 et IRC 2018, la règle suivante est insérée en modification de la RCV 49.2 :

Ajouter la règle IRC 22.6 :

22.6 Position de l’Equipage
22.6.1 La RCV 49.2 est modifiée par retrait de l’expression « assis sur le pont » dans le second paragraphe.

Raison :
Il n’est pas rare que l’ équipage, assis sur le rail, s’appuie uniquement sur la partie arrière haute des jambes lorsqu’il se met en place, face à l’extérieur.
Le terme «assis sur le pont» est difficile à définir et, pour éviter les protestations inutiles et difficiles, une solution simple et efficace consiste à supprimer cette exigence de la RCV 49.2 tout en conservant l'intention initiale de:
a. En cas de filières haute et basse, le compétiteur face à l’extérieur avec la taille à l’intérieur de la filière basse peut avoir la partie supérieure du corps à l’extérieur de la filière haute.
b. Les filières doivent être tendues (Ref : Définition dans les Règles de Sécurité Offshore)

La RCV 86.1(c) autorise les Règles de Classe à modifier la RCV 49.

La Règle IRC 2017 est modifiée pour les pays qui régatent selon cette Règle jusqu’au 31 mai 2018.

IRC MEASUREMENT CONDITION

Extract from IRC Rule text which is copied from the 2017-2020 ERS.   Items in bold are as defined in ISAF Equipment Rules of Sailing (ERS) Part II, Definitions.

17 17         BOAT WEIGHT

17.17.1      Boat Weight is measured in accordance with the following Conditions for Weight and Flotation Measurement:
            The boat shall:
                        be dry.
                        be in compliance with the class rules (ie. IRC Rules)
            Unless otherwise specified in the rules, any of the following shall be included:
                        rig including spinnaker pole(s), whisker poles and/or jockey pole
                        main sheet and mizzen sheet,
                        vang,
                        inboard engine or outboard engine in stowed position,
                        fitted berth cushions on board in their normal positions,
                        all permanent fixtures and fittings and items of accommodation.
            Unless otherwise specified in the rules, any of the following shall be excluded:
                        sails
                        fuel, water, variable ballast or the content of any other tanks,
                        gas bottles
                        portable safety equipment
                              and all other unfitted or loose equipment.
